Spring Admissions (January-March intake) are the "backup parachute" of the Pakistani education system. If you missed the massive Fall cutoff, Spring saves you from wasting an entire year.
1. The Limited Program Roster
Public universities (like UET or Punjab University) strictly do not offer core engineering or highly regulated degrees (like Pharmacy/Law) during Spring. Spring is entirely dominated by private universities (FAST, UMT, Bahria, Riphah) offering Business, Humanities, and non-accreditation-locked IT degrees. If you want a BS CS degree in Spring, you must target the private sector.
