HEC Degree Attestation Guide 2026 for Pakistani Students
You cannot apply for foreign visas or secure jobs in the GCC/UAE without an HEC attested degree. The process is highly bureaucratic.
1. The Digital Portal Prerequisite (e-portal)
You cannot just walk into the HEC office in Islamabad. You must create an account on the HEC e-portal, upload high-res PDF scans of your Matric, FSc, BS Transcript, and BS Degree. HEC initiates an initial "scrutiny" phase (taking 1 to 3 weeks). Only after digital approval can you schedule a physical appointment.
2. The Original Documents Rule
HEC will reject you immediately if your Matric and FSc boards have not been previously attested by IBCC (Inter Board Committee of Chairmen). You must get your school board documents signed by IBCC before you approach HEC for your university degree.
3. Walk-in vs Courier
If you select the TCS/Courier option, the process takes roughly 3 to 4 weeks. If you are desperate for a visa, select the "Walk-in Urgent" option at the HEC Regional Centers (Lahore, Karachi, Islamabad). You will stand in an agonizing queue from 7 AM, but you will leave with your stamped degree by 4 PM that exact same day.
